DESCRIPTION:Agency Accepting Comments and Budget Briefing Presentation Requests\nSept. 29\, 2022 — The National Credit Union Administration’s staff draft budget for 2023–2024 is now available on the agency’s website for review and comment. The staff draft budget has also been submitted for publication in the Federal Register\, and the comment period is open until October 28\, 2022. \nThe proposed combined 2023 staff draft budget is $367.0 million\, or 8.1 percent higher than the 2022 budget. The proposed operating budget is $350.8 million\, which is 9.6 percent higher than in 2022. The proposed 2023 capital budget is $11.2 million\, or 14.1 percent lower than in 2022. The proposed Share Insurance Fund administrative budget is $4.9 million\, or 21.5 percent lower than in 2022. The proposed budget summary and detailed budget justifications can be found on the Budget and Supplementary Materials page on NCUA.gov. \nThe agency will hold a public budget briefing at its Central Office on Wednesday\, October 19\, 2022\, beginning at 10 a.m. Eastern. She has held numerous leadership positions\, including CEO of a de novo financial institution and Market President for a nationally chartered bank\, with $17 billion in assets. With her extensive banking experience\, Ms. O’Gorman founded one of the leading BSA/AML consulting firms for cannabis banking\, DX Consulting\, in 2014. In the last 3 years\, Deirdra and her business partners founded Empyreal Logistics\, a cash logistics company that provides transit\, deposit processing and onsite audit solutions for financial institutions and businesses. Empyreal Logistics currently services 29 states in the continental U.S. \nIn 2016\, Deirdra was named one of 20 “People to Watch” in the cannabis financial services industry and has been featured in articles by the New York Times\, the Wall Street Journal\, CNN and more. She is considered one of the foremost experts on banking and compliance for highly regulated industries. Through her work\, she has become a nationally known speaker and can be found working with financial institutions\, regulators\, government agencies\, entrepreneurs\, and attorneys who are looking to gain a better understanding of emerging markets. \n\nThe Honorable Rodney E. Hood\nRodney E. Hood was nominated to the NCUA Board on January 19\, 2019. The U.S. Senate confirmed him on March 14\, 2019\, and he was sworn in as the eleventh NCUA Chairman on April 8\, 2019. Mr. Hood served as the NCUA’s Chairman until January 25\, 2021. \nAs a Board Member\, Mr. Hood serves as the NCUA’s representative on the Board of Directors of NeighborWorks America\, one of the nation’s leading affordable housing and community development organizations. This is his second time serving as the agency’s representative on the board of NeighborWorks. \nMr. Hood was previously nominated to the NCUA Board by former President George W. Bush and served from November 2005 until August 2009. In this role\, he helped to address the housing needs in rural communities and administered the agency’s $43 billion mortgage portfolio. \n\nTim Segerson\, Deputy Director – Office of Examination and Insurance\, NCUA \nTim Segerson is the Deputy Director of the Office of Examination and Insurance (E&I) with the National Credit Union Administration. Tim is responsible for overseeing the day-to-day operations of E&I and assisting the Director with the implementation of National policy relating to examination\, supervision\, insurance and guaranty fund risk management. Tim was an examiner and field supervisor and served in various field and supervision related roles at NCUA for nearly 20 years before joining the NCUA policy unit in 2010. \nTim is an honors graduate of Rhode Island College with A bachelor’s degree in Economics and Accounting. \n\nMike Kennedy\, Co-founder / Head of Product & Strategy\, Green Check Verified\nMike Kennedy is a Co-founder and Head of Product & Strategy at Green Check Verified\, a technology-enabled solution for banking the cannabis industry. He has been in Federal service\, all with USDA\, for over 20 years. Ms. Pittman presented the American Bar Association’s first marijuana law CLE at its annual meeting in New York City in 2017\, resulting in the creation of the American Bar Association’s Task Force on Cannabis Law and Policy\, and she is the Chair of the American Bar Association’s Cannabis Law & Policy Committee for 2021-2022. \nFrom her participation in the nascent cannabis industry\, Ms. Pittman has represented a broad range of clients from investors to ancillary service and product providers to “plant-touching” companies — farmers\, processors\, manufacturers\, laboratories\, distributors\, and retailers. Some of these clients have now expanded into other countries. In addition\, Michael works with other national organizations to increase the cannabis industry profile nationally. Prior to joining NCIA\, Michael spent many years working on Capitol Hill\, including working for Rep. George Radanovich (R-CA)\, who retired in 2010\, and the House Committee on Resources\, serving three different Chairmen. \nPreviously\, he was director of federal affairs for the American Legislative Exchange Council (ALEC) and senior project manager for the Committee for Responsible Federal Budget. In both positions\, he advocated for policies in Congress. A campaign veteran\, he has worked and volunteered on numerous political campaigns at the local\, state\, and federal levels over the past two decades. Michael is a graduate of the University of California\, San Diego. A native of San Diego\, he resides in Washington\, D.C. \n\n\n\n\n\nMichael Bresnick\, Chair\, Financial Services Investigations and Enforcements Practice\, Venable\, LLP\nMichael Bresnick is a partner in Venable LLP’s Washington\, D.C.\, office\, serving as Chair of the Financial Services Investigations and Enforcement Practice. He advises executives\, directors\, banks\, payment processors\, and other financial services companies in BSA/AML\, securities fraud\, consumer protection\, and other civil and criminal investigations and enforcement actions by a variety of government agencies. In total\, Mr. Bresnick spent 10 years in DOJ (where he also served as a supervisor in the Criminal Division’s Fraud Section and Assistant U.S. Attorney in the Eastern District of Pennsylvania)\, leading 16 federal jury trials and representing the government before the United States Court of Appeals for the Third Circuit on numerous occasions. \n\n \nJanet Powell\, Chief of Regulation and Supervision-Credit Unions\, Oregon Department of Consumer & Business Services\, Division of Financial Regulation \nJanet Powell has worked for the Oregon Department of Consumer and Business Services\, Division of Financial Regulation\, since September 1992. \nShe is the Chief of Regulation and Supervision for the Credit Union Program\, and she previously served as the Program’s supervising examiner since 2004 and manager since 2007.  Prior to that\, she worked as a financial examiner and review examiner in the banking\, trust\, and credit union programs. Oregon has 20 state-chartered credit unions\, with assets exceeding $26.7 billion\, as of December 31\, 2020.  Additionally\, seven state-chartered credit unions from Washington and Idaho have locations in Oregon. \nPreviously\, Miss Powell worked for St. Mary’s Academy in Portland\, Oregon as the development director for one year and worked for The Oregon Bank in a number of capacities for nearly 25 years.  She has management\, lending\, operations\, business development\, and special project experience; she was a bank officer for 16 years. \nMiss Powell is Vice Chair of the Board of the National Association of State Credit Union Supervisors (NASCUS) and is certified by NASCUS as a state credit union examination supervisor and by the Conference of State Bank Supervisors (CSBS) as an examiner-in-charge.
