While boards and loan officers tend to focus on one element of loan performance — charge-offs — Ian will show why it’s critical not to overlook an often underestimated element that can significantly impact returns: prepayments. \nIn addition\, Ian will explain how to overcome the challenge of determining the lifetime return rate of a credit union’s investments—especially investments with irregular cash flow patterns. While at Treasury\, Ian developed and managed a number of the Treasury programs to stem the financial crisis. For his work\, he received the Treasury Secretary’s honor award for exemplary public service. \nIan is recognized as an industry leader in loan participations and is a frequent speaker at banking\, credit union\, and financial technology conferences. Before joining Treasury\, Ian was an attorney at Cravath\, Swaine & Moore LLP\, where he focused on commercial lending and securities offerings. He graduated with honors from both University of Chicago Law School and Princeton University\, where he received a B.S.E. in Electrical Engineering.

He has handled appeals across a wide swath of matters—ranging from antitrust to bankruptcy law to class-action certification to constitutional law to federal preemption to the enforcement of arbitration agreements—but has particular expertise in federal regulation and administrative law. He has handled cases addressing rules and other agency actions from\, among other agencies\, the CFPB\, DOL\, FCC\, FERC\, FDA\, FMCSA\, IRS\, NHTSA\, NPS\, and STB. \nBefore joining DWT\, David served as deputy general counsel at the FCC where he oversaw all of the Commission’s litigation.
