The FHLBanks also support low-income housing and community development directly by offering a variety of programs to their members\, including the Affordable Housing Program\, the Community Investment Program\, and the Community Investment Cash Advance Program. \nAs part of the review process\, FHFA will host two public listening sessions and a series of regional roundtable discussions to consider and evaluate the mission\, membership eligibility requirements\, and operational efficiencies of the FHLBanks. This updated policy statement would build on existing guidance on the need for financial institutions to work prudently and constructively with creditworthy borrowers during times of financial stress\, update existing interagency guidance on commercial real estate loan workouts\, and add a new section on short-term loan accommodations. The updated statement also would address relevant accounting changes on estimating loan losses and provide updated examples of how to classify and account for loans modified or affected by loan accommodations or loan workout activity.

The staff draft budget has also been submitted for publication in the Federal Register\, and the comment period is open until October 28\, 2022. \nThe proposed combined 2023 staff draft budget is $367.0 million\, or 8.1 percent higher than the 2022 budget. The proposed operating budget is $350.8 million\, which is 9.6 percent higher than in 2022. The proposed 2023 capital budget is $11.2 million\, or 14.1 percent lower than in 2022. The proposed Share Insurance Fund administrative budget is $4.9 million\, or 21.5 percent lower than in 2022.
