Fort Lauderdale, FL. — Harold E. Feeney, recognized state regulator from Texas and passionate advocate for dual chartering, was awarded with the NASCUS 2007 Pierre Jay Award at the NASCUS State System Summit, August 9-11 in Fort Lauderdale, Florida.
NASCUS’ Immediate Past Chairman Linda Jekel (WA) presented Feeney with the honor on August 9. Feeney, the commissioner of the Texas Credit Union Department has been involved with NASCUS for nearly 20 years, having served as Chairman, Board member and active participant in NASCUS Committees and programs.
“I am truly humbled to have received the 2007 Pierre Jay Award,” said Feeney. “The award recognizes many people doing great things for NASCUS and the state credit union system. To be associated among the award recipients is an honor. ”
Feeney was appointed to commissioner of the Texas Credit Union Department on February 5, 1996. Prior to his position in Texas, he spent 15 years with the Arizona State Banking Department, serving in a number of roles including superintendent of banks. He also worked in the consumer finance industry for a number of years and served in the United States Air Force.
“Harold has done so much to help preserve the state credit union system. For more than two decades, he has been actively involved in NASCUS, having served in numerous positions,” said Jekel upon presenting the award. “Harold has worked tirelessly to preserve and advance the dual chartering system and oppose federal preemption. He is truly deserving of this honor.”
The Pierre Jay Award is given to individuals who demonstrate outstanding service, leadership, achievement and efforts which benefit NASCUS and the dual chartering system. The award was established to honor the memory of Pierre Jay, Massachusetts Banking Commissioner from 1906-1909 and the father of the First State Credit Union Act.
As the 2007 Pierre Jay Award recipient, Feeney joins past Pierre Jay Award honorees including Ella Robinson, former Kentucky regulator, Mike Fitzgerald; former Michigan regulator; Gary Oakland, BECU in Seattle, Washington; Gavin Gee, Idaho regulator; Jim Blaine, State Employees’ Credit Union, Raleigh, North Carolina; and George Latham, Virginia regulator.
